I'm assuming you're talking about creating your own DBMS (Database management system) like Oracle - there is pretty much no reason to do this in the real world.  Try taking a look at a free DBMS like MySQL (which is also open-source).

If this is for a class, read your book, I'm sure it contains more than enough information.
